If the footage is created by staff then it is owned by the station; if it is by a producer (not staff) using station equipment then copyright is retained by the producer. NCTV varies a bit in that it, " has the right to make dubs of the program for fees and retains the right for unlimited distribution of the program on an NCTV network." (NCTV's statement is pasted at the bottom) I spoke with Jody (director of field production and interns) at Amherst Media. We talked a while and it was clear that they never had an issue with ownership that he was aware of. His working knowledge had it that it would be decided by a case-by-case basis. There was no set rules that he was aware of.
